Cuts down on all of theat Okay so just to get some levels can you both state your names The approximate dates of your tenures at NBRPC and your titles during this time my name is Roberto Luongo I worked at NBRPC from 1970 - 1982 and I can’t remember my exact title but I was an assistant to Anne at that time did a lot of research and and accompanied Anne and Minnie to meeting meetings in the suburbs when they were trying to win some support for the plan the one thing that I did that I was very pleased about was uh 1979 I went to the Department of Housing and Urban Development in Washington Under a four month intergovernmental personal assignment the help put together the federal rules for National Fair Share housing plan and I worked with them Trudy Mcfall and I was cannot remember who was the head of the Department of Health at that time I think he was from Baltimore but I can’t remember his name but it was for me it was a wonderful experience we put the rules together and I believe that they were published in the Federal Register and that there was some movement on making Nes- or the fair share housing plan A more national kind of program and then of course when in 1982 when all that housing planning money was taken away so that affected us of course and that’s when I got laid off and then I think it affected the enhancement of the national plans into other communities too that was the cancellation of 7:01 yes and by congress yeah and that was the 7:01 planning money was all that we had to do planning money or to do planning in an area so that pretty much put an end to it if i may I’ll go ahead and share what I did after that I had well I was at NBRPC been working with Montgomery County and helping them develop their portion of the fair share housing plan becuase it was a five county plan and I’ve been working with the Community Development Office and they the staff there and the County Commissioners were very supportive of this and the plan developed for Montgomery county provided goal for all of the suburban areas outside of Dayton to have their share and so when I was laid off from my NBRPC say I was hired at the country and so we were able to keep that plan going in Montgomery county or I don’t know a few years and um yes I think he said it just kind of faded away in the other Four Counties we were able to keep it going here in Montgomery County for a while oh yeah this is Kathy Emery I started my career at NBRPC in 1969 and I um I was um my job during the fair share housing plan when we went out to the various community was to uh we had a presentation that that was put together and actually my husband help put it and it was my job to click you know to um click the clicker we had to do we were showing uh I guess housing units from throughout the area that were in very bad shape and you know that was part of our whole effort to save you know we have this Oppurtunity fron the Department Housing and Urban Development to uh really improved the quality of housing throughout the reigon and some of the people that we met with were not very happy about this and so it was it was surreal for me it was kinda baptism by fire in terms of the reaction that we got from people in that type of thing at the same time the folks that were mostly men in those days it was part of the Chamber of Commerce herein dayton were very supportive I mean because gale spent her time bringing them up to speed and in explaining why this was important or even engaging them a in that type of things it was it was a real mixed bag in a way about how how which who responded you know in different ways and why and that type of thing so that that was probably probably that was the role that I play and then it was in 1970 Cannondale said okay you know you need to we want you to get a community planning degree they encouraged me to go to the University of Cincinnati in so we move to Cincinnati my husband John and I for I guess two years and um so actually when I came back I was focused on as part of my my work at University of Cincinnati I was actually coming back and interviewing people in dayton looking to determine becuase there was all these Federal these new federal resources that were coming forward and so And I I have my I mean I have this is just some when i when I came back I wasn’t really working on housing anymore I was working on what I call the um Human Services partnership so this is the um I sorta found this the other day and so this is the different things that we’re able to do it with out the NBRPC known as the Human Services partnership that was all of you can try to see the Dayton area that was that was between NBRPC and the County County Health and Human services well it was what it was it was the county was they were funding you know a number of organizations but they were having some out some issues about the way things were running and so anyway what was the partnership ended up doing was to was to look at what was going on in various organization and the other thing that was it was important that we get this business Community really got really got committed to this and because they were I think they felt that just a lot of the agencies were just demanding that you know that money to be given to them and you know a lot of the business people were very unhappy with that because they felt that it wasn’t a thoughtful kind of process I think that’s what we tried to do was to try to address address those issues have we had this City of Dayton Montgomery County and NBRPC working staff working together on these things so I’m sort of curious about the housing plan mabye changes in federal policy effected it You mentioned 1982 701 goes away and from my research as far as I can tell two main federal tools that were available may have helped the plan those were 701 of course and A95 Yeah the A95 review power was really core NBRPC significant impact on whether the plan could be implemented or not and knowing that the Regional Planning Commission was going to make a statements about whether a proposal was not consistant Through the A95 review process gave the commission a lot of power and I think it made the communities recognize the importance not only of the issue but of reigonlism we often think of it as Camelot days I’ll be there just don’t like to do you have formidable leader in the community and or something that was going to be controversial he was able to reduce the controversy and help people see the other side and one of the things that we did a lot Salon Centric data we looked at the pictures we can we were able to tell communities for people right there in your own community bringing in people from Dayton Road which kind of help you with your own the healthiness of your own City have that information made a difference to the public officials and some of the citizens in this 40895 or so without that a lot of progress I’m curious enough out of you remember what the the housing market area 1976 is in pieces all new construction and I wonder if you remember anything from that. I think the reason it was in the back for about 18 in my head if you look at the document 1973 3 now there are plenty of proposed units for the northern suburbs in the southern Montgomery County Fair in 1974 for April nothing even close to done Sonterra and then also the production of the CA Housing and Community Development act and Section 8 Section 8 in finding that we know Satan was not actually dispersed any new construction it is under under that’s okay One Direction yeah sure Julie Feinstein I just remember the Housing Community Development act with Section 8 becoming a big thing and doing planning for that Dayton Housing Authority Bakersfield Section 8 certificate program and she knows the idea that existing housing to be used in the community and people rental assistance I think it’s much more palatable to communities 10. interest in helping people and building new unit that everybody could see CM Punk raising a Consciousness about that and that’s what comes to my mind I remember our plan did take into account Section 8 insisting it seems to me that way section for rehab and for existing units so we were working what’s the Housing Authority for Target Green reality and there were a number of silly developers who are interested doing all 3 of us helping with the sign finding housing at the house of his or you could use the existing section cellophane and Rehab can you develop even though I think it’d be great to speak with you X Factor over development company good operation there they’re still very much help it’s over companies at Georgia Coboy Junior is not working owner of the unit that will fit under 20 year and then they could renew it so I think that some of those you know going out of the assisted housing so you have a crazy thinking about George is a good person I was just at a conference with but if you can get he will probably text you Sizemore of the direct work okay we have the fair housing center is still in and so have you talked to she’s like that was a great house full episode deal with it soon as this litigation is the reactant side the only thing I’m thinking about Worthy groups of women who serve steak it was the women who are part of the Junior League and then there were the African American women who work with us as we can before they have a form of Morgan ct League of Women Voters so those sort of in a Min there might be others probably over between that proof that they were they were very crucial I mean I remember spending a lot of lot of time with them and send some and then of course Glendale Dale was really active with the chamber itself so we had this wonderful making fun of women and men are open the women’s movement and quite moving good thing they really it wasn’t really women and then some from West Dayton and anyway they just they were they were very very very helpful Suburban areas because of you know a great majority of them were from Serbia and so it is very good to have a progressive and a well-respected right now CNN Sports what does asking questions and it seems like 271 innovation 273 original plan 78 version and it seems like by 19 9815 the reason I’m picking like the bank we had had some Bank headquarters I don’t remember can ip it seems that the movement of Lawson headquarters but I did a lot of funding for I had started moving out maybe maybe in the late eighties I don’t know I have a better memory than I do which would be the Human Services partnership we work very closely with with tides for need and then you know how that all that was that was yeah I think it was crash 2008 related to the NLCS but good to know but really when Reagan stopped the housing planning in 82 that made tremendous difference in what what to be done in the community that work there or if we didn’t have supper suburbs or city of Dayton anybody replace that money for it so that we could so it just the community that said yes will you please open Dayton Trotwood and others too self-employed benefits program but when it came to actually putting dollars on the table to keep the staff sewing instruments and I think that even even now there is very very interest in doing a Federal Pacific state-assisted local races 2015 all about community and so it’s hard to say that because hiding something to do we have a very significant scale it’s a priority in the sand disappointed 2235 money is available to you existing certificate but the waiting list is so long that if you can get on it you just wait you probably wait two years to get which makes me wonder if you talk with anybody at the Housing Authority no I haven’t and I don’t know I don’t know call Belton Housing Authority anymore it’s also greater Dayton property manager and I thought I thought I saw something in this paper about about maybe someday Anderson news maybe maybe there’s some new things going on housing is very likely that the whole staff recollection this is what we coming up then going to take things to eat at the same time that we’ve been through worse you were thinking about when you could have proposed the interview that you can do anything convey well I do not know the fact that the Federal federal government was very interested in making a national model all of our plans I think that’s very important that was really the sense that you had at the time zombie games on your PC absolutely then I think we all knew but it was the time we also very courageous I thought we had the right car and don’t let me have do it and you know it wouldn’t happen without a day off it really wouldn’t matter he was the engine driving and then of course was just deal with it we’re going to make this happen and then a job with the sea okay so what are you up to take you the details but the Indian engagement with with you know again a good woman women in the snow in the community but the yeah African American women and then the women who were the white women in the US Van Halen - those communities and Tomorrowland only helping us. But that every Community needed to survive talking points on for pizza dough Citibank the city of Dayton officials and staff are also. providing housing elsewhere they didn’t want to be replacing the house last resort so remember what they said there was Progressive people and many I think a lot of the Percy and the opposition came from Define racial discrimination a central focus of why people didn’t want this place one time I was wondering about that a community where I’ve been Mini Wheats I would have been the same way it was like Bring It On DoubleTree Silver Springs Springboro or summer remember the woman standing up and saying you know we need sleep we moved here because we had been in Washington DC or somewhere else now you’re going to be doing doing here when we left Washington you know it was one of those types of states probably and may have provided in their butt yeah and there were not many instances no I’m actually kind of doesn’t like everything is really one or two that you sign up for this week San Angelo 395 review with that. affected other Federal funding went to the jurisdiction so they moved Sunday just do a lot of projects or other projects that San Diego through them so much anymore I think maybe there was some money but water water quality money or something that would be fine but a lot of the other The Hobbit and you don’t have the money we go back to the Community Regional I don’t feel like I haven’t worked with Al and Anna it’s just such a powerful way helping communities plan things well you know Recreation Water and Sewer business hour for every single is it is a shame that we I’m wanting to do what I do Community impact Applebee’s steak and shrimp commercial areas and swap lots of these things taking big box stores have a regional retail Regional plan so that we wouldn’t be getting more of the stuff that we don’t need that in Kenya can you stand up and see and feel the stress of community the week we should have a heart for regionalism the other sister things that one of them said grew out of here that I’m really happy did what does e-commerce mean can we as a community that you can use work on time helping homeless individuals or families to you know to the house and there’s that but there’s an old tradition that we’ve been working on that for how many Wheatley and Chell so I think in some of it for the first time which clearly Indiana identified by the sea the people that were not mentioned but as a group to the local church people I mean in insurance worrying about me they were bringing I think especially when it really is homeless and they were bringing these issues to mbrp we want to work with you and we have to be specific Michelle having all these having homeless individuals so much family you know we’ve got a dress and I think I think it’s a community credible private seller so it was you furnace going on a really positive thing and you know we had our ups and downs but I think as a a broader Community we we made some you know Fire and Ice I just I just tend to think of update Montgomery County is being the mix of people pooping can you really do good and move things along I don’t know how it would would be nice if you don’t like it but I’m with you but in those days the the business people work or just really engaged CNN what NBA team is doing and what the county MSN cuz really I think pushing Sonoma County people that work together more closely it was just a quick break here period of progress I know that you had asked me the big question or have anything else I can
